Former Gov’t Official Arrested, Charged With Certificate Forgery

Officers from the Ethics and Anti-Corruption Commission (EACC) have arrested a former employee of the Nairobi City Water and Sewerage Company Limited (NCWSC), Asembo Babra Gladys, in connection with using a forged academic certificate to secure employment and fraudulently obtain millions of shillings from the company.

In a statement on Monday, November 19, EACC said the suspect was arraigned before the Milimani Anti-Corruption Court and charged with forgery and corruption-related offences.

“The Ethics and Anti-Corruption Commission (EACC) today arraigned Ms. Asembo Babra Gladys, a former employee of the Nairobi City Water and Sewerage Company Limited (NCWSC), for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment and fraudulently acquire public funds amounting to Ksh6,236,053.10.

“Ms. Asembo appeared before the Milimani Anti-Corruption Court, where she faced multiple charges, including fraudulent acquisition of Kes 6,236,053.10  from NCWSC, deceiving a principal contrary to Section 41(2) as read with Section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003, forgery contrary to Section 345 as read with Section 349 of the Penal Code, and uttering a false document contrary to Section 353 of the Penal Code,” EACC stated.

According to EACC, Asembo used a forged KCSE certificate to secure employment at NCWSC as an ICT Assistant.

Investigations established that the certificate she presented was falsified but purported to be a genuine document issued by the Kenya National Examinations Council (KNEC).

Asembo was initially arrested on September 3, 2025, and released on a cash bail of Kes25,000, pending arraignment on September 5, 2025.

However, she failed to appear in court and went into hiding, prompting the court to issue a warrant of arrest on September 17, 2025.

She was re-arrested on Monday at her hideout and subsequently taken to court, where she denied all the charges. She was released on a bond of Ksh1,000,000 with two sureties of a similar amount.
