Four former Nairobi County officials have pleaded not guilty to manslaughter and related charges arising from the collapse of the Mamliz Towers construction project in South C, an incident that claimed two lives earlier this year.
Abdishakur Muse Mohammed, Yussuf Mohammed Yussuf, Daniel Alphonse Odhiambo and Gideon Chege Gakundi, also known as Gideon Chege Mwangi, appeared before the Milimani Anti-Corruption Chief Magistrate’s Court on Tuesday, July 14, 2026, where they denied all charges brought against them by the Office of the Director of Public Prosecutions.
The four are accused of unlawfully causing the deaths of Ali Adan Galgalo Abdi and Hassan Huka following the collapse of the building on January 2, 2026, in Lang’ata Sub-County. They face two counts of manslaughter under Sections 202 and 205 of the Penal Code.
Plea-taking for suspended Nairobi County Executive Committee Member for Built Environment and Urban Planning, Patrick Analo Akivanga, was pushed to Monday, July 20, 2026, after his lawyers told the court he had not been formally served with a summons. Chief Magistrate Caroline Nyaguthi directed that he be properly served before his next appearance.
Beyond the manslaughter counts, Abdishakur Muse Mohammed and Yussuf Mohammed Yussuf face additional forgery-related charges. Prosecutors allege the pair fraudulently prepared a notification purporting to approve a change of land use for the development in March 2023, despite lacking the authority to do so, then uploaded the falsified document to the National Construction Authority’s online registration portal in November 2023, presenting it as genuine.
The two are also accused of forging an Environmental Impact Assessment licence and uploading it to the same NCA portal while falsely claiming it had been issued by the National Environment Management Authority.
All four accused are further charged with commencing construction of Mamliz Towers in February 2024 without a valid Environmental Impact Assessment licence, contrary to the Environmental Management and Coordination Act. The prosecution maintains the project moved forward despite lacking the mandatory environmental clearance required before any construction could begin.
Chief Magistrate Nyaguthi released each of the accused on a bond of Sh5 million, with an alternative cash bail of Sh2 million. She also directed the prosecution to furnish the defence with all witness statements and documentary evidence ahead of the hearing, with the matter set to be mentioned again for further directions.
The case adds to growing scrutiny of Kenya’s construction sector, coming as the National Construction Authority intensifies inspections targeting developments that allegedly proceed on the back of fraudulent approvals.
