Man Sentenced to Jail After Being Found Guilty of Possessing Detonators

Ibrahim Ali Kalla has been to two years in prison by the Isiolo Law Courts after he was found guilty of being in illegal possession of commercial electric detonators disguised as personal effects.

In a statement on Thursday, January 8, the Directorate of Criminal Investigations (DCI) said the accused was arrested at the Archer’s Post multi-agency roadblock on January 26, 2023.

Following the arrest, the suspect was escorted to Isiolo Police Station, where the Anti-Terrorism Police Unit (ATPU) took over the investigation.

“He was arraigned on February 6, 2023, where he pleaded not guilty and was released on a bond of Sh200,000 or a cash bail of Sh100,000,” DCI said.

During the hearing, detectives presented eight witnesses whose testimonies formed a key part of the prosecution’s case.

On December 19, 2025, the court delivered its judgment, finding the accused guilty, cancelling his bond, after which he was remanded awaiting sentencing.

Trial Magistrate, Hon. Maureen Odhiambo, on Wednesday, January 7, delivered the final verdict, fining the accused Sh200,000, failure to which he will serve two years’ imprisonment.

“The Directorate of Criminal Investigations (DCI) cautions members of the public against unlawful possession of commercial electric detonators. Such items are strictly controlled under Kenyan law, and anyone found in possession without the necessary permits will face the full force of the law,” DCI added.

This comes weeks after the Kenyan authorities arrested a Nairobi-based lawyer along with eight other suspects in connection with a sophisticated ISIS facilitation network, following months of secret surveillance, financial tracking, and intelligence-led operations by the Anti-Terrorism Police Unit (ATPU).

According to the DCI, the network recruited young Kenyans, radicalized online and through local contacts, and facilitated their movement through Kenya to Puntland in Somalia, and onward across the Gulf of Aden to Yemen, where they would join established ISIS cells.
