Nairobi Governor Johnson Sakaja
Nairobi Governor Johnson Sakaja has suspended the Chief Officer for Urban Planning, Patrick Analo, after EACC officers raided his home and recovered Ksh65million.
In a statement on Friday, June 5, Governor Sakaja said Analo is suspended from office pending the conclusion of the investigation.
Sakaja noted that Analo will not be allowed to access his office or any official documents or systems during this period.
“Subsequently, the County Chief Officer Urban Planning, PLAN. Patrick Akivaga Analo is immediately suspended pending the conclusion of the investigation. The officer will not be allowed to access his office or any official documents or systems during this period,” Sakaja stated.
The Nairobi Governor appointed Dominic Mutegi, the Director of Development Management, to act in this capacity effective immediately.
At the same time, Sakaja ordered that the Urban Planning Technical Committee, which processes all development approvals, shall be reconstituted immediately.
The county has already sought nominees from key professional bodies and agencies, including the Civil Aviation Authority, planners, architects, engineers, resident associations, and Nairobi Water.
The Nairobi Governor proposed the inclusion of an EACC liaison officer to strengthen oversight and public accountability.
“Pending the reconstitution of the committee, all development approval processes have been suspended. Urgent cases will be handled by the County Executive Committee Member for Built Environment and Urban Planning, Patrick Mbogo, in accordance with the Physical and Land Use Planning Act,” Sakaja stated.
The changes also affected the county’s finance docket, with Nyangoya assuming the Finance and Economic Planning portfolio in an acting capacity.
This comes a day after EACC officers recovered KSh 65.3 million in cash during a search operation at the residence of Analo.
According to EACC, Analo is being investigated over allegations of conflict of interest, abuse of office, bribery, and possession of unexplained assets.
The Commission alleged that the county official has been receiving millions of shillings through cash transactions and M-Pesa deposits.
“The Commission is investigating allegations of conflict of interest, abuse of office, bribery, and possession of unexplained assets against Mr. Patrick Analo Akivaga. It is alleged that Mr. Akivaga receives millions of shillings in cash and M-Pesa deposits,” EACC said.
During the operation, investigators recovered Ksh51.3 million and 113,000 US dollars, estimated at approximately Ksh14 million, bringing the total amount seized to Ksh65.3 million.
The cash was recovered at Analo’s residence in Syokimau, Machakos County, and from the boot of his motor vehicle.
