President William Ruto on Thursday appointed former Treasury CS Henry Rotich as an advisor on economic matters.
Rotich’s appointment was announced by Head of Public Service and State House Chief of Staff Felix Koskei.
The former CS will now be the Senior Advisor on Fiscal Affairs and Budget Policy a position previously held by the current Central Bank Governor Kamau Thugge.
In the new role, Rotich will be tasked with advising President Ruto on budget and fiscal policies reflecting on the Bottom-Up Economic Transformation Agenda.
The appointment comes barely two months after Rotich was acquitted in the Ksh.63 billion Arror and Kimwarer dams scandal.
The ex-cs and eight other co-accused persons were set free by Trial Magistrate Eunice Nyutu who ruled that the prosecution had failed to lead the case.
Nyutu while issuing the ruling on December 14 said Rotich and the 8 co-accused had no case to answer as no evidence was tabled in court to warrant them being placed on their defense.
“All the accused persons in this case are hereby acquitted under section 210 due to lack of evidence as a result of the reckless dereliction of duty by the prosecution,” Nyutu ruled.
Speaking after acquittal, Rotich said, “I think the devil has been ashamed and I believe he will permanently be ashamed for those skimmed this evil work….I will give a more detailed reaction.”
In 2019, the Directorate of Criminal Investigations (DCI) detectives arrested the former CS and the co-accused over embezzlement of funds meant for the two dams.
He was accused of flouting procurement laws and awarding the construction of the two dams to an Italian firm.
Rotich served as the Treasury CS under Uhuru’s tenure from 2013 to January 2020 before being replaced by Ukur Yattani. Before becoming a CS, Rotich served as the head of Macroeconomics at the Treasury.
