Gender Cabinet Secretary Aisha Jumwa on Tuesday held a meeting with ODM leader Raila Odinga at his Capitol Hill Office.
In a statement after the meeting, Jumwa said they discussed the realization of the two-thirds gender principle.
“I would like to thank ODM Leader Raila Odinga for creating time to meet me and members of the multi-sectoral working group on the realization of the not more than two-thirds gender principle at his Capitol Hill office,” read the statement in part.
Jumwa noted that the meeting came at a critical moment since the input of the ODM leader in this discourse is key.
According to the Gender CS, President William Ruto in December 2022 submitted a Memorandum to the National Assembly requesting it to consider a constitutional amendment to enact the not more than two-thirds gender principle.
“It is against this background and in the spirit of fully implementing the Constitution of Kenya (2010) on the two-thirds gender principle that the Multi-Sectoral Working Group – MSWG comprising of state and non-state actors was established,” said Jumwa.
She pointed out that the MSWG engaged the National Dialogue Committee (NADCO) and submitted preliminary proposals for their consideration since the not more than two-thirds gender principle was one of the issues to be addressed.
“In its final report, NADCO recognized the mandate of the MSWG and ceded the issue to be addressed comprehensively by the MSWG and submit its report to Parliament for consideration and further action,” the Gender CS stated.
CS Jumwa further mentioned that the MSWG fulfilled its mandate and developed a framework for the implementation of the not more than two-thirds gender principle and prepared a report detailing the considerations made in arriving at the proposed framework.
