You will be facing a maximum of 1 year in jail if you are seeking government services without the Huduma Namba or a 1 million shilling fine. This follows a proposed bill by Interior CS Fred Matiangi. The bill also proposes 3 years in jail for unlawful production of the document or a fine of 3 million shillings. If you give false information to get the Huduma Namba you will face 5 years in jail or a 5 million fine.
These are not the only heavy penalties being proposed in the bill named Huduma Namba 2019. You are also likely to miss out on vital government services if you did not enlist. You will be blocked from registering your marriage, registering for electricity connection to your home and enroll into a public educational facility without Huduma Namba.
Also, you will not be able to sell or buy land and operate a bank account without the number. Those who need a passport to travel out of the country will be required to show their Huduma Namba before being documented to travel.
However, before taking the Huduma Bill 2019 to parliament, Interior CS has given the public a chance to present their views for any ratification on the document.
“The Cabinet Secretary for Interior and Coordination of National Government is therefore calling for views and proposals for consideration from members of the general public and any concerned stakeholders on the draft bill,” reads an invitation from the Interior Ministry.
